E-governance: useful tool or trendy daydreaming in the clouds?

Recently all my  I was challenged by one of the comments of faimous IT guy from my country, Vitalie Esanu, on the Facebook page of new, dinamically growing egovernance initiative from Moldova.  The guy was asking if we could find the information on public servants’ corruption on the website. Was he asking it as a joke or seriously, but the substrate of this question is challenging many minds: will egovernance really contribute to accessibility and transparency growth  of public services or it is just a new trendy topic for Moldova, as well as for many other countries in the world.

As a Humphrey Program Fellow, I have two colleagues from other countries, who work in the area in their countries. One country, South Korea, is more progressive, than Moldova in the area at least because the discussions for creation of infrastructure have a history. According to Wikipedia, in S. Korea ” the “The Participatory Government’s Vision and Direction of E-Government” was announced in May 2003, and the ”E-Government Roadmap” based on the vision of realizing the “World’s Best Open E-Government” was released in August of the same year.”  And in 2010, S. Korea was ranked 1st place in UN E-G0vernanse survey. Still, Korean e-governance development doesn’t go smoothly, as it raised concerns about personal data protection, which caused protests of the civil society representatives. The interesting fact though is that at the moment of writing this article, the onmiscient Google didn’t give clear answer if Korean e-governance has a special website. It might be because it is not available in English or maybe there is no such a website at all.

At the other hand, another colleague of mine from Djibouti (East Africa), as I am, is looking for understanding of implications of Microsoft in development of e-government in our countries. According to Microsoft …with Rodrigo Becerra, there are many egovernment initiatives….

Yes, I believe in the ambition and efforts of our national team to become the best e-government in South-Eastern Europe. We have great infrastructure, amazing minds, special attention and priority of the government, support and know how transfer from the best experts in the area.

Still, there are few concerns about it.

My concern for Moldovan e-governance is the same, Korean society faced. It is not a new problem. And Moldova has serious reasons to think about the ways to invest in protection of personal data of citizens, if we really want to make our ambition real.  Recently, was sitting at the beer in the American  and one of the IT specialists from Moldova was saying that he personally saw the  database on DVD with all financial transactions from the country for several years.
